Institute of International Politics and Economics and Institute for Strategic Research, University of Defence in Belgrade, organised a round table to discuss changed character of war in the 21st century from theoretical and practical perspectives. The round table was opened by Professor Jovanka Šaranović, the director of the Institute for Strategic Research, and Professor Branislav Đorđević, IIPE director. In her introductory statement, Professor Šaranović pointed out to the importance of the selected topic and urged contemporary changes of war as a social phenomenon to be brought on the research agenda in Serbia, and also highlighted very successful cooperation between two institutes. Professor Đorđević also shared his hopes that collaboration will continue to be increasingly successful in years to come. The round table was aimed at raising fundamental questions of the character and physiognomy of new wars, their basic characteristics and contested definitions. Presenters and other participants shed light on the phenomenon of war from various perspectives: international public law, international security, military doctrine and strategy, and operational art. Following the introductory statements, the event unfolded in two panels. In the first panel – “Theoretical Consideration of Modern Wars”, presenters explored the complexity of the concept of war, the influence of technology on the character of war, the relationship between religion and war, as well as the application of international humanitarian law to armed conflicts. Considering the phenomenon of war from the perspective of different scientific disciplines, panellist highlighted aspects which differentiate the 21st century war in relation to the previous epochs, as well as those aspects which remained unchanged. The second panel, titled “Case Studies – Analysis of the Practice of Contemporary War”, addressed the case studies of the use of military power in the US foreign policy, Russian military thought, informatic aspects of Russian-Ukrainian conflict and the postmodern physiognomy of the Syrian war. In the concluding discussion, the participants agreed that there is the need to create a research project on war in the 21st century that would embrace several Serbian scientific organisations. Besides, the renewal of the project “History of Military Art”, conducted by the Institute for Strategic Research during 1990s, was proposed with the aim to enlarge the existing edition on the history of military thought with brand new research findings.
